Program Year 2008 - 2009
The mission of Pinebrook Family Services is to promote the well-being and self-sufficiency of children, young adults, and their families in our communities by providing the highest quality prevention, intervention, and advocacy services. One way the Agency can assess whether it is achieving its mission is by monitoring the quality and effectiveness of agency services ongoing via standardized outcome measurement tools, internal tracking systems, a comprehensive case review process, and consumer satisfaction surveys. Data is collected and analyzed to better understand the impact our interventions have on children, young adults, and families served and how their lives have changed. This information is used as the basis of ongoing individual and programmatic services planning, and to establish best practice continuous performance improvement goals to meet identified needs and to ensure that children and families are safe, that their growth and development are optimized, and that the Agency remains responsive to the families and communities we serve.
Following are the outcomes (and outputs) Pinebrook achieved in program year 2008 – 2009.
Agency-Wide
- Of the 1,773 children, young adults and adults served in all programs, 74% received behavioral health services; adoption services accounted for 4%; 12% were served in placement services; and, other community-based services accounted for 11%. Individuals may be served in more than one program during the course of a year.
- 99.5% of the children, young adults and adults served in all programs were free from accidental injuries such as motor vehicle, playground, sports mishaps, and falls while playing.
- Of the 1,592 children and young adults served in all programs, 1 required passive physical restraint to prevent harm to themselves or others for an overall rate of 99.94% restraint free.
- 95% of all stakeholders surveyed rated the services they received from Pinebrook as good to excellent, and 97% would recommend Pinebrook to a friend or relative.
Behavioral Health Services
- The behavioral health program served a total of 1,305 children, young adults, and families; 51.4% received outpatient mental health counseling; 14.6% received psychiatric and/or psychological evaluations; 7.6% participated in the Summer Intervention Program (SIP); 22.7% received family-based mental health services; and 3.6% took part in the newly initiated Functional Family Therapy program.
- 85% (23) of children participating in the Family-based Mental Health program were able to be maintained in their own homes throughout the program.
- 100% of the families participating in the Family-based Mental Health program rated the services they received as “very good to excellent” and all would recommend the service to friends and other family members. 86% of families participating in the Family-based Mental Health program were able to maintain or improve their parental capabilities, family interactions, environment, and overall family safety via this team-based, intensive treatment intervention and support service.
- 100% of the families and youth who participated in the Functional Family Therapy program (FFT) were very satisfied with the services they received. 71% of the youth exhibited improved social functioning.
- 97% of children who participated in the 2008 Summer Intervention Program (SIP) rated the program as "great" or "really great." 100% of SIP parents would allow their child to participate in another summer program if offered.
Placement Services
- 92% of children in foster care were placed in two or fewer foster homes; 97% of children in placement at Pinebrook for less than 12 months had no more than two placements.
- Of those foster children discharged from care, 89% (90) went to a discharge destination of less or same restrictiveness; 9% (9) went to more restrictive placements; 2% (2) were discharged as runaways and subsequently did not return to Pinebrook.
- 65% of foster children were reunified with their biological families or were adopted; 6% transitioned from foster care to independent living; and, an additional 16% left Pinebrook programs for pre-adoptive placements, to rejoin siblings in placement elsewhere or to relocate closer to their families of origin; 2% were stepped-down from Community Residential Rehabilitation (CRR) to foster care; 2% were runaways, of the remaining 9%, 9 children, were discharged to residential treatment, psychiatric hospitalization or group homes.
- Of the 101 foster children discharged from our care, 21% (or 21 children) experienced short placements of less than one month, prohibiting goals to be established for them. Of the remaining 80 children discharged from placement, 70% (56 children) achieved all or most of their individualized service plan goals; 28% (22 children) achieved some goals; and two young people (representing 2%) in placement for 1 month, achieved none of their goals; one went to a more restrictive setting; the other was transferred to another provider in a distant setting to preclude unsafe behaviors.
- School-aged foster children attended classes at least 97% of the time and achieved at or above ability level 79% of the time. Children in need of additional/tutorial services were referred to their school districts.
Adoption Services
- Twenty families received SWAN pre-and post-placement services through Pinebrook’s Adoption program. Thirteen SWAN Family Profiles were completed and six families received post permanency services. In addition, sixteen Home Studies were completed for families pursuing International Adoptions and thirteen families received post placement services.
- 100% of children and families who received post-placement, post-permanency services through Pinebrook’s Adoption program remained intact with no children experiencing a disruption in their adoption.
- 59 children received various adoption related services through Pinebrook’s Adoption program. Of these 59 children, 43 child profiles were completed, 23 children participated in child preparation services, five children were provided with specialized recruitment services that yielded permanency; and, seven children were welcomed into their forever families.
Other Community-Based Services
- Of the 58 adults served by the Agency's Together Families program, a research-based child abuse/neglect prevention curriculum, 80% demonstrated improved qualities of parent-child interactions; 80% demonstrated improved knowledge of appropriate behavior management strategies/techniques; 96.5% will likely practice the information taught; and, 96.5% found the information taught useful.
- 100% of Making the Grade, truancy-reduction program participants were very satisfied with the program and would recommend it to friends. 85% of the middle school students in the program improved their school attendance; one youth missed no further days of school.
- The Transportation and Visitation Program provided service to 102 Northampton county families via transportation, supervised visitation and therapeutic intervention for families and their children who are in out-of-home placement settings. TVP staff covered a total of 116,980 miles.
- 100% of Individual Family Life Education Program participants indicated that the parenting education and life skills training provided met their needs, that they would recommend the program to others, and that they were satisfied or very satisfied with the instructor's knowledge, and ability to communicate concepts and ideas clearly.
